“海聚英才 智汇高新”中国盐城盐都海外人才创新创业大赛（以下简称“大赛”）于2021年首次开办，面向全球招募、筛选前沿科技创业人才和项目。两届大赛累计吸引来自48个国家和地区的项目报名，延揽40多个高科技人才项目来盐参访，12个项目签署意向落地协议。获奖项目通过大赛平台获得资金、业务、人才、技术资源对接。

一、大赛领域
围绕盐都电子信息产业发展战略部署，重点征集符合盐都产业的电子信息、新能源、高端装备等领域项目。

三、参赛条件
个人、团队参赛条件
1、对参赛人或团队领衔人年龄不做硬性要求,需在海外取得硕士及以上学位或具有海外工作经验；
2、在目标参赛领域拥有成熟的创业项目和商业计划，拥有较好的市场前景并能实施产业化；
3、拥有科技创新成果和创业计划的创业团队（如海外留学回国创业人员、进入创业实施阶段的优秀科技团队、海外大学生创业团队等）。

企业参赛条件
1、参赛企业经营规范、社会信誉良好、无不良记录；
2、与目标参赛领域产业密切相关，已经投产运营的高成长型、科技型、创新型企业，企业创办人（或技术领衔人）应在海外取得硕士及以上学历或具有海外工作经验，并在公司占股30％以上。

四、奖项设置及奖励政策
大赛设一等奖1名、二等奖2名、三等奖3名、优秀奖6名。
The competition has 1 first prize, 2 second prizes, 3 third prizes, and 6 excellent prizes.
1.大赛奖金。对获得大赛一、二、三等奖的项目，分别给予2万元、0.5万元、0.3万元的奖金（一等奖1名，二等奖2名，三等奖3名）。获奖选手另外可获得最高5万元区级奖励；落户盐都的，可再获得最高50万元“落地奖”。
2.人才资助。项目落户盐城高新区的且符合申报条件的，可优先推荐申报盐城市“黄海明珠人才计划”领军人才项目，经评审认定，给予创业类人才项目最高1亿元综合资助。入选国家重大人才工程的，给予100万元配套奖励；入选省“双创人才”“双创团队”的，分别给予50万元、100万元配套奖励。
3.融资扶持。对优秀参赛团队和企业，优先推荐给合作银行给予创业贷、苏科贷、苏微贷等科技贷款支持。
4.孵化支持。提供一定面积办公、研发和生产用房，租金实行“三免两减半”。
5.其他支持。此次大赛获奖一二三等奖项目，直接推送进入第四届中国电子信息行业创新创业大赛总决赛，根据在第四届中国电子信息行业创新创业大赛总决赛中获奖情况，享受该赛事对应奖金以及其他相关政策支持。（详细参考2023年中国电子信息行业创新创业大赛通知）。
1. Contest bonus. For the projects that won the first, second, and third prizes of the competition, the prizes of 20,000 yuan, 05,000 yuan, and 3,000 yuan were given respectively (1 first prize, 2 second prizes, and 3 third prizes). The award -winning players can also receive up to 50,000 yuan in district rewards; if they settle in salt capital, they can get a maximum of 500,000 yuan.
2. Talent funding. If the project is settled in Yancheng High -tech Zone and meets the application conditions, it can be recommended to declare the leading talent project of Yancheng "Yellow Sea Pearl Talent Program". If they are selected as a major national talent project, they will be given 1 million yuan supporting rewards; those who are selected as the provincial "dual -innovation talent" and "double innovation team" will be given 500,000 yuan and 1 million yuan supporting rewards, respectively.
3. Financing support. For outstanding participating teams and enterprises, it is recommended to cooperative banks to provide scientific and technological loan support for entrepreneurial loans, Soviet Science Loan, and Soviet Union.
4. Incubation support. Provide a certain area of office, R & D and production houses, and the rent is "three exemptions and two halves".
5. Other support. The first two -third -class prize project of the contest will be pushed directly into the 3rd China Electronic Information Industry Innovation and Entrepreneurship Contest.
